BACKGROUND
Introduction
The International Day in Support for Victims of Torture was proclaimed by the UN General Assembly on 12 December 1997(Resolution 52/149) with a view to the total eradication of torture and the effective functioning of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, which entered into force on 26 June 1987. The International Day in Support of Victims of Torture is an occasion to reaffirm our commitment to eradicate torture and cruel, inhuman or degrading treatment or punishment, in whatever guise or manifestation they occur. It is an occasion to pause and remember torture victims who have not survived, to listen to the stories of those who have, and to support the quest for justice for torture victims and their families.

Nepal’s status of signature and ratification of the Convention against Torture and of the Optional Protocol to the Convention against Torture
Nepal ratified the convention against Torture in 1991, four years after its entry into force. At present time, however, Nepal has neither signed nor ratified the Optional Protocol to the Convention.

OHCHR-NEPAL PANEL DISCUSSION ON INTERNATIONAL DAY AGAINST TORTURE
Objectives:
To address the criminalization of torture and current opportunities for criminal prosecution while awating such legislation
To focus on the lack of implementation of NHRC recommendations
To focus on whether the TCA is sufficient in order to address the right to reparation for victim
